1. Guide to temporary stay notification on VNeID
To notify a temporary stay on VNeID, please follow these steps:
- Step 1: Select administrative procedures.
- Step 2: Select “Temporary stay notification”
- Step 3: Select “Create new request”
- Step 4: Select “Police authority handling the request”. Note: you must select province, district, and commune/ward levels.
- Step 5: Select the type of residence facility, including:
+ Tourism accommodation facility.
+ Student dormitory.
+ Medical facility.
+ Household.
+ Room rental housing.
+ Other facility.
- Step 6: Select the name of the accommodation facility.
After entering all information in the steps above, the app will show the list of accommodation facilities.
- Step 7: Select continue, then confirm.
- Step 8: Select “Add guest / person staying”
- Step 9: Enter information of the person staying.
+ If the person submitting the notification is also the person staying, tick the box as shown; the system will auto-fill the information.
+ If the notifier is not the person staying, enter the information required by the app.
- Step 10: Tap “Save”
- Step 12: Tap “Submit request”
The screen will ask you to reconfirm the guest’s information for review; when done, select “Submit request”.
2. When must you notify a temporary stay?
Clause 1, Article 30 of the Residence Law 2020 provides as follows:
When someone comes to stay temporarily, household members and representatives of medical facilities, tourism accommodation, and other facilities with lodging functions must notify the residence registration authority; if the guest stays at an individual’s/household’s place and the household members are absent, the guest must notify the residence registration authority.
Clause 4, Article 15 of Circular 55/2021/TT-BCA provides as follows:
The length of stay depends on the citizen’s needs but must not exceed 30 days. The receiving officer must update the stay notification into the Residence Database.
Therefore, temporary stay notification is required when someone stays for under 30 days.
3. Responsibility to notify temporary stay
When someone comes to stay temporarily, household members and representatives of medical facilities, tourism accommodation, and other facilities with lodging functions must notify the residence registration authority;
If the guest stays at an individual’s/household’s place and the household members are absent, the guest must notify the residence registration authority.

4. Time limit for temporary stay notification
Notification must be made before 23:00 on the day the stay begins; if the guest arrives after 23:00, notify before 08:00 the next day; if grandparents, parents, spouse, children, grandchildren, or siblings stay repeatedly, one notification is enough.

5. Forms of temporary stay notification
Temporary stay notification may be made in one of the following ways:
- In person at the residence registration authority or a receiving point designated by that authority;
- By phone or email published or posted by the residence registration authority;
- Via the residence registration authority’s website or the National Public Service Portal, Ministry of Public Security Public Service Portal, or Residence Management Public Service Portal;
- Via an application on an electronic device.
